Turner Strategic Technologies (TST) was founded in 2007 by Commander Russell S. Turner, US Navy (Retired), following a 24-year military career marked by honor, operational excellence, and leadership at the highest levels. As a decorated Naval Aviator and Combatant Commander, CDR Turner led with discipline, purpose, and integrity, values that remain at the heart of TST today.

From these military roots, TST has grown into a dynamic family of companies unified by one mission: to deliver specialized, high-performance solutions that serve the federal government, private industry, and communities nationwide. With a team of more than 400 skilled and dedicated team members operating across the country, TST is built to deliver on time, on budget, and without compromise.

Commander Russell S. Turner, U.S. Navy (Retired), founds Turner Strategic Technologies following a distinguished 24-year military career. At the time of formation, the company operates under the name TST Construction, serving as the foundation for what would become a dynamic group of specialized service providers across federal and commercial sectors.

TST enters into an SBA-approved Mentor-Protégé Agreement with Etolin Strait, an 8(a) Small Business Alaska Native Corporation (ANC). As a subsidiary of NIMA—the Nunivak Island Mekoryuk Alaska Corporation—Etolin Strait represents the Cup’ig people of Nunivak Island. This partnership enhances TST’s federal contracting capabilities and expands its nationwide impact.

TST acquires Retro Insulation, a well-established contractor specializing in mechanical and plumbing insulation services since its founding in 1983. With this acquisition, Retro Insulation becomes part of the TST family, bringing decades of field expertise and a strong reputation for quality and reliability.

Retro Insulation expands its service offerings by acquiring Abateco, a trusted environmental contractor founded in 1992. Upon acquisition, Abateco is rebranded as Retro Abatement & Demolition, providing asbestos and lead abatement, hazardous material removal, and demolition services. With this integration, Retro Abatement & Demolition officially joins the TST family, further strengthening its environmental services portfolio.

TST Fab & Machine is established as a new precision machining and custom metal fabrication division. This SDVOSB-certified business is built upon the combined legacies of Precise Machine & Fabrication, founded in 1983, and Metal Concepts, founded in 1985. These two long-standing companies earned reputations for exceptional craftsmanship and reliability, and their unification under TST Fab & Machine brings decades of expertise into one powerhouse provider serving industrial, commercial, and federal clients.

In January 2024, TST forms RetroAIM as the official vehicle for the merger of Retro Insulation and AIM Services, Inc. This consolidation brings together the expertise of Retro Insulation, Retro Abatement & Demolition (formerly Abateco), and AIM Services. Together, they deliver comprehensive insulation and environmental remediation services under one brand.

TST Construction officially launches its Commercial Division, marking a strategic expansion into the private sector. This move reflects the company’s ongoing growth and its commitment to delivering high-quality, cost-effective solutions to a broader and more diverse client base.

TST Companies partnered with Sheely Contractors, a family-owned interior construction and tenant improvement specialist serving Hampton Roads since 1986. This partnership strengthens TST’s suite of services, adding deep expertise in metal stud framing, drywall, coatings, acoustical ceilings, and vanilla box construction, further enhancing our ability to deliver comprehensive building solutions.
